I dont know where you live, but I assure you that this is not the case. Just go look at the demographics of workers hired by general and sub-contractors in Cali, AZ, NM, TX. Go look at the demographics of workers hired in kitchens and fast-food restaurants. Go look at the demographics of workers hired by big landscaping companies with teams of landscapers. In reality, this is a lot of decent-paying work going to people who came here illegally. These jobs are not accessible enough to African Americans in these states. The government made it too easy for these companies to do this.

My observations:
1) Working in a kitchen is only a decent wage if you live in a house with multiple ppl, all working
2) a LOT of those landscaping companies were started by immigrants (been to several states noticed the trend).

Restaurants may be more legit, but those landscaping companies mostly take cash & underreport earnings.
