Pac was broke until he became a rapper. And still wasn't making as much as he should have based on his success. Suge was giving him leased cars and homes. He didn't own much.

Jay-Z is one of a few rappers who actually made six-figures in a year before rap.

Jay did not have more money than pac back than dudes stay wanting to place today’s Jay-Z in the 90’s.

Jay already put money up and was 1/3 CEO of rocafella. Pac didn't even have 10k cash when he died. No jay wasn't who he his now but he definitely had money, all of his peers and enemies have vouched for that.
