Militaries are backed by economies.
Democracy is made to be inefficient with multiple checks and balances and that is a good thing in a stable country. So a president can't come in and do sweeping changes for 4 years and then an another one comes along and does the same. That would make democracy unstable. That's why in the US whenever a president party owns the house or the senate one of the party members flips and gets feisty example. Romney(Trump) Manchin(Biden) and makes sweeping change hard to get by. Not to mention the courts and the multiple checks in the system. Democracy was made to do that on purpose. Its a good system for stable countries. Not in developing ones where sweeping changes has to be made desperately and with maximum efficiency.
