My whole thing about Haiti is that you can't just kill gang members. Politicians and businesses men are too blame for the current situation.

Seems like the people in power keep these killers and rapist close so they can continue to operate in an environment of fear? Seems like gangs and the army are doing the same wickedness.

I hear you. But the gang members weren't following orders here . They robbed, extorted, raped, and kidnapped people because they could and because they wanted to.
Drug trafficking had been occurring through Haiti for decades. These modern gangs are the offshoots of the narco traffickers. Once the UN pulled out, people realized that there was no longer any force securing the country. The gangs just expanded into doing other things.
Yes, the gangs were hired out over the years, by different factions for different reasons. Protection of financial interests, intimidation of rival s, etc. You're right. But they aren't controlled by or loyal to the oligarch families or politicians and exist to make money by doing anything to anybody.
Haiti does not have an Army.
These gangs have no loyalty to anyone..They're simply contract gangsters/killers for hire to the highest bidder.

Most of the elites responsible for what's going on in Haiti , don't live in Haiti. Many of them live in the Dominican Republic and other countries.
