First, most blacks live in the South and as such live in Republican-run states that don't do anything for them.
Second, most everything blacks have every gotten have been courtesy of Democrats. Look at the damn President.
Third, the "failing cities" fail because of cacs and industry, nothing else. There are failing black neighborhoods in the South too; is that the Dems' fault? Republicans have presided over black disenfranchisement for 200 years and lifted not a finger to change it.
Fourth, the Democrats don't "play" people unless you think funding entitlements and doing something that might help blacks--as opposed to cutting everything and ensurin nothing is ever done like is the Republicans' plan--is "playing".

America has some of the richest and most successful blacks in the world too. There's literally nowhere in the Western world where blacks have as much political, economic and social clout than the USA. Everywhere else blacks are worse off.
