His bombing helped bring the Khmer Rouge to power. The Cambodian monarchy was ruling then and was neutral but the Viet Cong used their jungles for supply lines. So the bombing started and weakened them and they were overthrown.

The Khmer Rouge massacres of 1.5M ironically ended when united Vietnam invaded them in the late 1970s and overthrew them.

Khmer Rouge came to power and started most killing in 1975. They were a target of the American bombing as they were insurgents and helping the Viet Cong get weapons and have bases but that bombing was 1970-73.

So they were a partial target of the bombings as a guerrilla force against a pro American government but the Killing Fields didn't start until 1975.
