Restoring iPhone 4 to factory settings?

Brehs someone help me out here, my brothers forgotten his pass code to his old iPhone I'm trying to reset it back to factory settings but I have to deal with that filth iTunes which continues to display this message:
"The iphone server could not be contacted, make sure your network settings are correct and your network is active or please try again later."

How do I deal with this?

Breh I'm not getting anything just links to apple forums which state restore from whichever device you synced the phone to.
