CIA doesn't need to exist, neither does the DEA or ATF.
FBI needs to be scaled back to being a federal police force and investigating potential federal crimes down by states.

I wish he would have done it, wish he would have closed Gitmo, killed the NSA, killed NGA, took out the CIA, and etc, but all he did was continue the Bush policies of allowing all these agencies to increase their budgets and powers, while attacking whistleblowers who detailed how some of these agencies were acting illegally.
