i understood him keeping it on in WWE because they were marketing it...but he still took it off in WCW so it shouldnt matter anymore.

Lucha commission thing. He's not technically wrestling as Rey Misterio Jr. anymore (the name under which he lost the mask), but as Rey Mysterio (a name under which he's never lost the mask). Thus, he can remask and not take it off if he doesn't want to.

Now, this is a blatant loophole that probably wouldn't fly with anyone else. But WWE wanted him to come in with the mask and the Lucha commision hated how Bischoff treated the Luchadores of WCW, so here we are.
