Indeed. However, I'm starting to think that Singapore could only work because it is Singapore. Multi-ethnic, but majority Chinese. Plus, it has access to the sea. Seems to me that Kagame is running Rwanda through Tutsi political elites and, of course, they're still landlocked.

Rwanda's path to success is through regionalization and having wealthier neighbours. That doesn't happen if one of your big neighbours, is being undermined by your own cadres.

I was thinking about the former dictator of Gabon who ruled for years but had no heir to take over when he died years ago. Gabon is a jewel but too bad Bongo didn't groom a successor.
