It's not corruption or pay offs....Ross has a very connected, very high profile, very expensive, and assumedly very good lawyer, in Steve Saadow. The other factor is I think the DA's case was a little weak, and Ross' actions weren't as excessive as charged, or they would have taken him to trial. I think with solid witnesses and evidence, they could have won with a jury, and that would make an ADA career.
My guess is problems with the eyewitness, the victim, if they put him on the stand. Say he had a record of suing, violence, or drug abuse, or sexual assault. Diminishes, if not destroys his cred and sympathy with the jury.
