From experience:

East Falls- I lived around there, and it wasn't as bad at the time. Dunno about how it is nowadays, but for the most part its chilled with fukkery once a blue moon (its all about being alert)

Center City-Easily because its the bread and butter of Philly. Cops will be on your ass and a half if you even think about fukking around and finding out.

Manayunk- GOAT side if you have money. A hipster side with some issues, but the peace outweighs the nonsense.

Outside those areas and some of North East, its basically no-fly zones and hell with Ocky beards.

To me it depends, it’s actually very commendable if someone that’s Black in a professional field raising a family the right way stays to set an example. Especially if they set roots there with those types of intentions. It’s a two way street, these places can’t get better if you don’t have people living there that strive to do better.
