That's basically faux crypto currency.
You need paper money to (Insure) back your debit or credit.
Main reason crypto currency isn't doing too well, no government banks insures it.

no you don't need paper to back anything its made up numbers
when banks wire money no paper is moved
there is not enough paper money to handle all the money that exists on the books of the banks
and the most popular cryptos can handle enough transactions to be used
