My take is a combination of personal opinion and knowledge of Batman.

The best fighter (H2H) out of the 'Robins' in order:
dikk Grayson (Nightwing) - Is defo an all rounder and like batman, a serious martial artist.
Jason Todd (Red Hood) - Is defo more of a brawler.
Damien Wayne - He's incredibly skilled but he's also young and hasn't got that grown man strength and speed. If and when he becomes fully grown, he'll be the best fighter (and a fukking beast).
Tim Drake - He's a good fighter but not on the level of the above characters. He more than makes up for it in intelligence and his detective skills. Batman even said that one day Tim will surpass him as a detective.

I'd say damian is the best fighter because he grew up straight killing dudes. And he had to change his whole style up when he became Robin since batman doesn't allow killing.. he is young but that's a different level of experience the others don't have

because theyve been giving attributes that belong to tim to dikk. in the teen titans series, the style dikk was running with was tims. in young justice, tim was the leader of the team comics wise, and they just added dikk in that role.
