They'll do Vegas or Miami most likely regarding their past decisions. They won't do SF/Bay because Watch Dogs 2 just went there, same with Seattle or Chicago.
We haven't had a game set in Vegas or Miami in a while. Miami is probably the move with Tommy V. as your mentor. I expect GTA 6 to be Next-Gen though since they're working on RDR2 right now

Rockstar isn't making a GTA based in another country outside of America. The HD versions of Liberty City and Los Santos were varied and different enough from their PS2 counterparts. I dont have a problem using old cities as long as they're not set in present day.
For example, if they did Liberty City again, but set it in late 80s early 90s New York, first day cop
