Rockstar needs to make an open world HORROR game

It's already been done recently for Xbox Live Arcade, not by Rockstar of course, called State of Decay. Great game, I think the PC version may be out now too

Just imagine, a open world horror game with the freedom and ambition of a typical GTA game, tense combat a la TLOU, eerie locales reminiscent of RE with puzzles and a great story to top it all off.. Why hasn't this been done yet?? No zombie bs.. Something original or w/e.

If not R*, Naughty Dog, Bioware or SOMEONE.
