I don't have the numbers but at one time the greatest number of Black people (obviously this is also counting non ADOS) was in Brooklyn NY. However the place where the most Black People lived per capita was in Brooklyn/ lovejoy IL.
But yeah if you're only counting ADOS then the MS Delta is the Blackest per capita. The areas where Black people live are gerrymandered and super democrat however the states are super conservative.
But either way the places where Black people live even if Black people voted Dem or GOP or didn't vote at all wouldn't really matter because there would be no change no matter what. Because a lot of the Seats heald by the Congressional Black Caucis are in gerrymandered districts in the south.
De Santis is trying to eliminate a congressional district that gives a seat automtaically to a member of the CBC.
