A majority of the congressional black caucus isn’t even elected by black-majority districts. Your “plan” (if you can call it that) would shrink the CBC to only black-majority elected districts.

But smart ppl know that if 2 contracts went to a black company when the program was designed to go to ALL black companies, the game is rigged.
Thats the problem with me. ALL contracts or 99% need to go black companies.

The minority business program was never only about black companies. It had to be tagged as “minority” to escape lawsuits.
