Cuba and China were backed by the USSR for their nuclear programs, North Korea was backed by China for theirs and According to a 2001 Department of Defense report, China has supplied Pakistan with nuclear materials and has provided critical technical assistance in the construction of Pakistan's nuclear weapons development facilities, in violation of the Nuclear Non-Proliferation Treaty.
It's not that easy to get nukes without people knowing. Even if Russia backed them it would take a while before they could have usable warheads and ICBMs. It's not 1960 any more, it's hard to develop nukes covertly.

Burkina Faso doesn't have a single modern day 4th generation fighter jet and doesn't even have a $2 billion budget for their air force.....but you believe they have nukes because a YouTube video told you so.
