That Kyoto arc has got to be a top 15 arc tho.

Kyoto arc is definitely one of the best arcs ever experienced in a Shonen anime or manga. Damn near Shakespearean and I always considered Shishio one of the best anime villains of all time.

That said though, the other arcs in the series are nowhere near as quality so I don't consider it a GOAT show overall, just a good one.
