Raiders are dead in that division.
Miami has quit on their coach and he's on the verge of getting fired.
Both teams just paid their QB's so they're not ideal situations for Russ. There's no point in trading for him when you're a 1-2 win team.
It's going to take a playoff contender losing their starter. A desperate team might make a move for him. A team like Tampa losing Baker for the year would make sense.

I'm talking about this season. He's not going to look good on a bad team because they'll just keep losing which will make him look worse if he wants to keep playing.
Taking over a good team, making the playoffs, and maybe winning a game or two is his only path to continue his career.
Can't compare him to Flacco. White veteran QB's are going to get more chances.
