For instance, in both games against the Chiefs last year, they would have won with better QB play. And they managed to still beat Herbert and the Chargers.

It just seems like a bad business decision if Russ ok'd going there. He would've had an easier time in the NFC west.....and that's not even considering the playoffs where it's Allen, Lamar (if he's healthy again), Burrow, Deshaun (he's gonna be somewhere in the AFC), and the Steelers who are always good because Tomlin.
