In the 1990s, Russia paid Cuba rent of $200 million per year to use the base.



Russia and Cuba have agreed to reopen the signals intelligence (SIGINT) base in Lourdes, Cuba, which was primarily used to spy on the U.S., Russian business daily Kommersant reports.


The base was set up in 1964 after the Cuban missile crisis and is 155 miles from the U.S. coast. Havana shut it down in 2001 because of financial issues and American pressure.

"Lourdes gave the Soviet Union eyes in the whole of the western hemisphere," a former head of Russia's foreign intelligence service, Vyacheslav Trubnikov, told Kommersant. "For Russia, which is fighting for its lawful rights and place in the international community, it would be no less valuable than for the USSR."

Once the Soviet Union's largest base outside of its territory, the facility was manned by about 3,000 military and intelligence personnel who intercepted signals coming from and to the U.S. territory and provided communication for the Russian vessels in the West.

Kommersant reported that the agreement was finalized during Russian President Vladimir Putin's visit to Havana last week. Moscow also recently agreed to write off 90% of Cuba's debt dating back to the Soviet era, which totaled around $32 billion.

Putin has been emboldened ever since NSA contractor Edward Snowden flew to Moscow from Hong Kong on June 23 of last year after stealing an estimated 1.7 million documents from NSA servers in Hawaii. He continues to live in an undisclosed location.

"All I can say is — finally!" one Russian source told Kommersant.

That western agenda in Ukraine and the old soviet bloc has repercussions. Last thing we need is another Cold War but looks like it may go down that path.

We keep catching russian spies out the ass over here.

We like Cold Wars. They don't. Putin is playing like he got big balls, but the people that really run that country probably will off him if he really starts a Cold War. The US is a much bigger nation than it was then with far more capability and global reach, while they are much smaller with less to spend and aging infrastructure. They lost last time.

All that really means is that America has a lot more to lose and Russia has a lot to gain.

The Soviet Union could not outspend 1980s US. They had the entire eastern block behind them and were a much bigger, richer nation. Their resources are disorganized and dwindling in comparison. Not sure why America has more to lose. There are companies like Boeing, Lockheed, Varo, Vought, etc that are chomping at the bit for something like this. The news like to make the US sound weak and broke, but they are talking about peace-time US that is still the largest economy the Earth has ever seen and still grows most of the time. Give these companies a reason to build more and stock oil and sell to close allies and you will see a rocketing economy. No one likes to admit that, but a cold war would be a gold mine for defense contractors and resource extractors.
