Can anyone who has read what Flynn claims he said to the Russians behind closed doors explain to me what it is and what it means in plain dummy English? Assume I know little about politics

1. Russians fukked with the election
2. Obama sanctioned them and kicked a lot of diplomats (spies) out the country and closed one of their intelligence buildings in rural maryland
3. Usually these diplomatic occurrences come with a similar response by the russians
4. The Russians never retaliated
5. The US government intercepted calls from Flynn to the Russian ambassador talking about a tit-for-tat and a promise not to retaliate in exchange for removal of sanctions
6. This is amid allegations (probably true) that russia colluded actively with the Trump campaign to undermine Hillary Clinton.
