I just didn't want this to get glossed over, it barely made the news today.

It took a longtime to get to this stage and the people who committed these crimes against humanity have largely only been brought to justice within the last five years.

I was genuinely asking the question. I take it by your response that there was indeed a war and that those killed weren't soldiers.
