The CIA may have had a role, but you have to keep in mid that Russia is always on the verge of Civil War.

I will say that the USA and NATO put a lot of pressure on Russia in Ukraine. That war became unwinnable for Russia even before the first shot was fired. It only became worse when Russia tried to institute mandatory military service.
