Russia has never actually been a true democracy.

The majority of the world has a history of being ruled by kings and queens. When you try to abruptly shift gears you just end up recreating the same system you had before.

The Russians didn't slowly claw back the Tsar's power and turn him into a figurehead. They abruptly killed his whole family but then just immediately voted for a new king (Lenin) who went on to rule until he died. His successors followed a similar playbook until the soviet union collapsed. Then the people who were at the top and benefited from that vettical power structure went on to become the new leaders of Russia. Ironically the countries closest to communism are countries like Sweden or Denmark who have high trade union memberships. They're slowly moving towards socialism because their population is getting used to horizontal power systems instead of vertical ones.
