It looks like the BTR had already been hit. The Russian soldiers who had survived it appear to be in the tree line regrouping. Then the tank hits a land mine, disabling it, and it eventually comes to a halt near the BTR. The tank crew evacuate, but return to turn the turret, which had blocked the driver’s hatch and was preventing the driver from escaping. Just as they finished that, and the driver was getting out, a missile hit the tank, killing the driver. You can see the missile streaking across the screen below the tank if you slow the video down

I don't think they'll cut spending but if that did happen then they will have to go with whatever they have and can get from other sources. So long as they are still getting US intel they still have a major leg up.
