That's a very loose, generous and unrealistic definition of "negotiation."
Yes, the US and Japan "negotiated" the end of the war in 1945 but let's be honest there was no actual back and forth. Same as the first Gulf War.
For me negotiation assumes real compromises being made by both sides. Which is what many people believe might end up happening in Ukraine/Russia.

The Korean War and Vietnam ended by an agreement.
Troops don’t just stop moving and go home. There are talks and people agree and a frame war to leave or surrender.
This war won’t end with Ukraine troops blasting a hole in the Kremlin cause they don’t want Russia. Even if Ukraine kicked Russia back across the border. Russia can just amass weapons on the border and fire missiles into Ukraine for the next 20 years.So someone is going to have to talk about how this ends.

I agree. All I've said is that there's definitely a portion of the US defense/national security establishment that wants this to be done with ASAP, whether Ukraine achieves all of its objectives or not.
