ANSWER:
because by being overt you are more effective, you can gain critical mass, you can embolden a wave of anti-target-group action, you can change the zeitgiest opinion, you can mentally oppress your foe and you can (if enough the population agrees) make swifter political change. by setting the geist you rid the population of delusions of equality.

I will say that at this point in time, I am still not voting. BUT you made a lot great points and have gotten me looking at things from a different perspective.
