League average is 28% on game-winners. High-volume primary scorers tend to struggle more cause they're trying to create their own shots, but Westbrook is special to be THAT low. The top guys tend to be great shooters who aren't handling the ball, they get someone else to draw the defense in for them and then just hit a catch-and-shoot bucket for the win. Especially tall players who can create their own shot do pretty well too because the defender can't stop them from getting it off.
