False. The past is relevant when discussing the present. When you act like it isnt, then you are disregarding it. Nobody says "dwell" on it. But when speaking on the condition of the black community it is relevant to point outthat in the country they have been oppressed since they came here 400 years ago. That would hold ANY race back if they went thru that. You ignore that. Simply put:
