Yo they called this on NXT TV this week. They promoted this event during the Joe/Crews match. They said Finn was defending against Joe and Corey said, "You never know what can happen at an NXT Live Event."
Finn has the record for longest reign tho.
They called that because they knew it was going to happen. They even specifically mentioned that Joe and Balor were facing each other for the belt at that house show particularly, even though at house shows they pretty much always have championship matches. They promoted two other live events as well like they were nothing so in hindsight it's obvious it was already decided.
And that record is probably the reason. They kept the strap on Balor until he beat Neville so he arrive on the main roster on that "I'm the longest reigning NXT champion in history" shyt. It's all a work.
So they was just waiting a few weeks to get the title off of him and bring him to Raw..so he was coming and not Bayley after all. Unless they just saving Bayley for the aftermath of her Asuka rematch.
