The emancipation proclamation did not free the slaves. It was Lincoln, as the head of the government making a declaration to the south that slavery was over. Obviously at that time, the government had no authority to end slavery in that region so the south was like
Many slaves at that time were escaping from the south to the union so in a way Lincoln didnt have a choice but to issue that statement because many slaves were joining the union army while still technically belonging to a cac demon in the south. The conditions for surrender of the south was coming into the union, which meant, NO SLAVERY!

The Republicans passed the civil rights bill in 1866 which was roughly 10 years after the civil war aka SLAVERY ended and then we got the 14th amendment which redefined what a citizen was. To get into the Union, you had to acknowledge this in your territory. This is when cacs came up with the KKK to keep black people from excercising their political rights in the south while making up new rules to keep them from obtaining positions of power in politics (like literacy requirements). BLACK PEOPLE, TEN YEARS AFTER SLAVERY ENDED WERE IN A POSITION TO HOLD POSITIONS OF OFFICE IN THE SOUTH!!! These were Democrats by the way
