Yeah, they do it all the time, especially at the big tournaments. Since chess is more a niche sport it's usually another famous player (sometimes a young kid) or a well-respected chess writer or someone else who does it. But often it's a celebrity or a local politician, sometimes a big one. Gorbachev even did it in at least one big match, I wouldn't be surprised if Putin has done it sometime too.
