Germany doesn't pay US for NATO participation. Each country agrees to meet at least 2% of GDP towards forces for NATO use on their own. Also its not a hardline in the sand. If a country doesn't make 2% then there is no penalty.

If the US decides that it only wants to utilize 1% tomorrow, it is free to do so.
