George W Bush was not the smartest guy but he surrounded himself with evil but smart people. His big sin was getting America into the 'war on terror' and a starting a multi-trillion dollar war. If it weren't for that and a lesser extent 'No Child Left Behind'. He'd be looked at as a meh, President.

The difference with Donald Trump is that he is not only is is not that intelligent but he surrounds himself with sycophants and the Republican party has for the most part committed to following him no matter what he decides to do.

Bush was a normal Republican president:

Crashed the economy
Killed a bunch of Americans in war
Indirectly allowed minorities to die (Katrina)
Directly violated minorities human rights (Gitmo)
Destroyed the education system

The fact that this is "normal" or "meh" is a big part of the problem
