They can't add Savage without his family's consent because Savage required a weird deal where his family is inducted into the HOF along with him.

Savage's family gave WWE permission to induct him without their permission.

Nah I dont think so. Unless you are saying they wouldnt have gotten as far in their career without that association...then maybe. But I think outside of the nWo they are still more than worthy. I think even the Outsiders as a tag team is a borderline worthy induction, and thats not even counting even of their singles careers.
