A few decades ago the things that are legal now and socially acceptable would have never been dreamed of. Not to mention America is broke and the money they would get from this would help them tremendously. Just like with marijuana.
It's already legal in certain parts of europe. America just has to make it digestible to the public first.

Decriminalize means they won’t get thrown in jail when busted. Just fined in which they will never pay.
Legalizing it opens up regulation, more competition (drives down prices), and taxation (at least have them pay for a license to whore).
what happens to the customers?
The fair thing would be for customers to be cited too. The likely thing is tricks would be embarrassed and locked up for solicitation.

Which is exactly what happens because it's in the shadows. Make it legal like massage therapy or physiotherapy. Workers have to be registered and regularly tested. Government gets a cut from taxes paid on the building, they get a cut from the profits as well.
We would have a lot less men lying to get the p*ssy and a lot less entitled women who think that they GIVE men sex rather than do a collaborative act when they sleep with a man. You'd see a decrease in ho culture because it will just be considered yet another job like personal trainer or counselor. You'd also have less kids being kidnapped and trafficked especially if these businesses are regularly inspected by health departments.
