Tracy McGrady was definitely a much better passer than LeBron, he just never got to show it because he never played with greats like Wade, Bosh, Kyrie, AD, Luka..etc.
But can't win a Game 7 to save his life.

Basketball fundamentals taught at an early age is to bounce pass instead of chest but I digress.

If the ball is landing anywhere near someone ankles then you're doing both passes wrong
And it's not a black and white rule there are plenty moments where opting to do a bounce pass is stupid and will get stolen quicker than a chest pass
