He definitely has a great stroke (maybe not KD level but definitely far above average), he doesn't have the handle and explosiveness off the dribble to be KD. He has to lean forward so much to do a dribble move his shyt comes in slow motion. Still effective, but he will never be a KD and will never average 28 without dominating near the basket.
