Nah, but even then, in gta5 when you shoot people they die in realistic ways. Here, you unload a mag into someone and they act like nothing happened until they just fall

It's clear you haven't played the game. Headshot with my rifle takes out a lot of enemies one hit.

It's closer to the division almost to a T. Bullet sponges are usually a miniboss or a boss. But that's standard for pretty much every game.
