Not following through with a "Nah, chill I wasn't actually serious about that" would add to the disgrace, tarnishing Toranaga's reputation even more. Like not only do your goons speak out of turn to accuse their betters, they can't even commit to their word.

Bad enough that Uragi not only embarrassed himself, his family and clan with his outburst. He endangered them all, which during delicate negotiations that could lead to open war and have them all obliterated, is worse. The daimyo throughout Japan had been warring constantly for hundreds of years, non-stop, until the Taiko wrangled them all into a shaky peace. His death leads to the succession issues in the story, and everything is on the edge.

Then or now, you don't go throwing your mouth into situations where life is cheaper than breathing.
