Unless you were like a drug kingpin, then i'd be fine with less than 10 years for a drug offense , but usually if you are that high up the drug chain, you've done more than just push drugs. Rapist and murders need to be buried under the cell though.

When I visited Sweden, I learned about this as well. The maximum sentence for a premeditated murder is 21 years. It use to be 18, but it changed in 2005 ( Not fully sure on this year).
