Should black folks down South start moving to the North again?

I'm not talking about the folks who came from the North down South moving back, I'm talking about the ones who've never migrated out of the South to begin with. I been looking at housing prices up in Michigan, Illinois, parts of PA, MD, Nebraska and they ain't bad, definitely better than a lot of the major cities we got down here. Yeah that cold is a pain in the ass but once we get our numbers up and take over city and state legislature, we can start closing stuff down when the weather gets too extreme.

I mean if you can stand the cold and find a decent salary it probably is cheaper to live in Detroit/Cleveland/Milwaukee/Columbus/etc at this point than Southern cities with 300k+ people.
