Yes, he very well could be the 3rd QB drafted, by default. shyt, he probably has the best arm of any QB in the draft, if we're being real. Low key, I'd draft him before I draft Mariota. If both guys are projects, give me the one with a cannon for an arm, prototypical size, and only 3 starts under his belt because I know his best is yet to come.

I think his skill set is tailor made for Bruce Arians vertical offense in Arizona. Draft him in the 2nd and let him sit behind Carson Palmer for a year.
