The teacher should be fired, she is just as unruly as the student.
Pulling hair and fighting? That's sophomore year of highschool/"she stole my man I'm going to fight her after class" behaviour.
Kids are bad because they grow up in bad environments, the schools are usually in these bad environments.
These c00ns in this thread are talking about "when I was hit by my parents/when I was hit in school," that's great that getting hit worked for you.
Unfortunately, I've been jumped, in fights, and stabbed, as have a LOT of these "urban" kids. You don't take even the slightest disrespect from anybody after a certain point, and corporal punishment is useless unless you're soft.
The reason we're talking about "role models" is because when you grow up in a neighborhood, with drug dealers, thieves, and murderers, who get away with all their crimes, or are praised for taking punishment, you don't believe its wrong. You can break rules if you want, you can break rules into adulthood, you know adults who have done it, and they've got money. These adults may even be your parents. What kind of students do you think these kids will be? Unruly. That's why you treat school like a vacuum, you don't act like them, you mold your teaching to them. You have to deal with the emotional problems, you know they're there, the anger issues, the PTSD, the anxiety, the coldness, the indifference. Teachers aren't just supposed to force a shytty curriculum down the kids throats, but help them thrive in whatever subject they're teaching, and the social aspects that come with it. She clearly couldn't. There needs to be more teaching, and higher pay (of course) but a lot more training is obviously needed.
