Should we put more energy into voting locally?

I'm one of the ones who have no interest in the presidential elections. I do see many people mention the importance of local elections though. Can someone go in detail? I found a local sister who spoke when Farrakhan was here last year. She's running for representative of my district. she's not a c00n.
