And a law like this would put more power into the hands of rapists because women would be more apprehensive about reporting a rape if there's a chance they could go to jail in the event they have trouble proving it.

Women who do it deliberately should be punished. It's kind of problematic though because most rape accusations are true but rarely result in a conviction. A lot of women are already under a lot of pressure to report a rape as it is.
