No. It is a combination of the bar, it's location, and just luck of the draw. A bar in a more residential area you want to go after 9pm because that's when most people are home from work by then, and shows up. If you're in a major urban area, like NYC, most places are going to be lit from happy hour until the last call. There's also luck. I met a woman at a local bar at 7pm on a Sunday in the summer. It just had a few locals in there. I had a rough day and was just there for a few shots. She was just there for some bad bar food, was bored, and was down to fukk whatever guy just as long as they didn't talk themselves out of it.
